Memo <br />-EISEN G 6. - ASSaa -AT-ES <br />TIM HUATU <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: August 17, 2007 <br />RE: Summary of Assessment to Townhouses <br />Intersection of Viking Drive and County Road B2 <br />City staff is proposing revisions to the City assessment policy due to situations that have <br />come to light in application of the policy to the City's street improvements. A <br />modification is being recommended to the area of the policy that addresses the method <br />of assessment for Multiple Residential units that consist of three or four units. The policy <br />currently treats all Multiple Residential property other than single or two - family <br />residences the same as commercial. <br />This revision is being requested due to the townhouse properties located at the <br />southwest intersection of County Road 82 and Viking Drive. The property abuts both <br />County Road B2 and Viking Drive and consists of one building with 4 units. The units <br />are owned individually but are surrounded by a commonly owned lot that abuts the <br />streets. When County road B2 was reconstructed these properties were assessed for <br />the improvements based on the commercial formula and will be receiving an <br />assessment for the improvement of Viking Drive this fall. In review of both assessments <br />staff feels that a modification to the assessment policy is necessary to allow equitable <br />assessment to these properties in relation to other properties in the area. <br />The table below outlines what the proposed assessments per unit would be under the <br />different scenarios. For reference purposes, the assessment to a standard residential lot <br />75 feet wide is approximately $4225.00 and the properties were assessed at the <br />commercial formula rate for the County Road B2 project. <br />It is staffs opinion that the most equitable means for assessment for the townhouse <br />property is to assess the projects by the residential method and the revisions to the <br />assessment policy that are proposed would allow that to occur. The City would also <br />need to hold a separate assessment hearing to modify the previous assessments to the <br />properties as part of the City's 2005 Street and Utility Improvements project.
