Mr. Zdraizel assisted me in getting the price that Century Fence charges the County for all of the work they do for them, which is pretty substantial. He also pointed out that Century Fence has proven over the years to have longer lasting crosswalks in the County than other companies including AAA Striping and United Rental Highway Technologies. He gave me an example of two crosswalks in Roseville on County roads. Century Fence painted one, and AAA Striping painted the other within a few weeks of each other about five years ago. The Century Fence crosswalk is in much better condition than the AAA Striping crosswalk. Based on the recommendations from Mr. Zdraizel and the Ramsey County Public Works Department, staff would recommend the City accept the quote from Century Fence to remove any old paint necessary and paint all crosswalks in the City with reflectorized epoxy paint. The price is $2.50 per block for removals and $4.00 per block to paint. The removals will be determined in the field but staff estimates there will be around 37. When spread out over the anticipated 5 -7 year life of the crosswalks the money outlay isn't much more than the latex paint price and the crosswalks will be much more effective for much longer if painted with epoxy.
