Way S'z' Wanala
MAYOR
Bill Blesener
COUNCIL
Rick Montour
Barbara Allan
John Keis
Michael McGraw
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
www. ci.little- canada. mn. us
MEMORANDUM
TO: Mayor Blesener & Members of the City Council
FROM: Joel R. Hanson, City Administrator
DATE: September 7, 2007
RE: Membership in Association of Metropolitan Municipalities
Mr. Louis Jambois, Executive Director of AMM, visited me the other day and asked that we consider
becoming a member of AMM. AMM is an advocacy association focused on issues that affect the
metro area. They are actively involved in lobbying the legislature, working with the Metropolitan
Council, and assisting with other issues of Metro focus. Dues would cost us $3,754 for 2008.
Little Canada has not been a member of this association during my tenure here. I would say this has
been largely due to budget pressures, our satisfaction with the League of Minnesota Cities advocacy
programs, and our limited involvement in the State policy process. Other Ramsey County cities that
are not members include Roseville, Vadnais Heights, Gem Lake, Mounds View, and North Oaks.
(Note: Roseville was a longtime member until they ended it a few years ago during the State Budget
crisis.)
I'm attaching some of the information Mr. Jambois left for us to consider. My recommendation
regarding membership is that we do benefit from their advocacy whether we are members of not.
Added value could be achieved if we were active in the association. If we join only to pay our dues,
then we will not be achieving the most value possible from the expenditure.
