MINUTES OF THE REGULAR MEETING PARKS & RECREATION COMMISSION LITTLE CANADA, MINNESOTA September 6, 2007 Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation Commission of the City of Little Canada, Minnesota was held on the 6th day of September, 2007 in the Council Chambers of the City Center located at 515 Little Canada Road East in said City. Chair Tony Mans called the meeting to order at 7:30 p.m. and the following members of the Commission were present: MEMBERS PRESENT: Mr. Tony Mans, Chair Ms. Pam Davis, Vice -Chair Ms. Linda Fahey Mr. Jim Fleischhacker Ms. Clara Neis Ms. Ruth Steinwall MEMBERS ABSENT: Mr. Kevin Steinert ALSO PRESENT: Mr. Jim Morelan, Parks & Recreation Director Mr. Bill Sanders, Parks Consultant MINUTES Steinwall recommended that the minutes from the meetings held on July 17, 2007 and August 2, 2007 be approved as submitted. Motion seconded by Fahey. Motion carried 6 — 0. RITCHIE PLACE Phil Soby of Lauren Development Company was present to state that 16 single family lots are being proposed for the Richie Place subdivision, three of which are within the City of Maplewood. One home will be built as a model, and then the lots will be sold to individual owners and developed as sold. The property contains several outlots which will be left in a natural state as designated wetland areas. Mans felt there would not be any room in this location for a park, and the wetland in the area would provide adequate open space. He suggested accepting cash instead of land for the park charge. Sanders agreed, stating that the way the subdivision is laid out, there could be potential access to a future park or trail off of neighboring properties. Davis recommended accepting cash in lieu of land for the Ritchie Place park charge. Motion seconded by Fahey. Motion carried 6 — 0. Page 1 of 4
