e. Portable signs (except in case of paragraph C, 4.). f. Signs which are <br />attached in any manner to trees, fences, utility poles, or other such permanent supports, except <br />for those signs found on fences (inside) of baseball parks. <br />g. No sign shall display any moving parts, nor shall it be illuminated with <br />any flashing or intermittent lights, nor shall it be animated. Exempted are time and temperature <br />information and barber poles. All displays shall be shielded to prevent any light to be directed at <br />oncoming traffic in such brilliance as to impair the vision of any driver. No device shall be <br />illuminated in such a manner as to interfere with or obscure an official traffic sign or signal. <br />h. Roof signs erected after the effective date of this Ordinance. <br />i. Any temporary off - premise sign, except as expressly allowed by this <br />Ordinance. <br />C. General Provisions. <br />1. All signs shall comply with maintenance sections of the Minnesota State <br />Building Code as may be amended. <br />2. When electrical signs are installed, the installation shall be subject to the State <br />Building Code as may be amended. <br />a. Regulations for Dynamic Signs. Based on studies related to the use of <br />dynamic sign displays and driver distraction, the City finds that dynamic signs, as defined by the <br />zoning ordinance, have a unique ab� P a, °. to create driver distraction a major cause of <br />traffic crashes. As a result, the City has adopted special regulations that relate to such signs. <br />These regulations shall apply to all proposed dynamic signage in the City, whether new or <br />existing, conforming or non - conforming at the time of adoption of this ordinance. <br />No dynamic sign shall have lettering smaller than 10 inches in <br />height <br />ii. Dynamic signs shall have messages that change instantaneously, <br />and do not fade dissolve blink, or appear to simulate motion in <br />any way. Such signs may change by turning off for a period of at <br />least 10 minutes between displays. <br />iii. Dynamic signs shall not be permitted in any Residential zoning <br />district. <br />,. <br />iv. No dynamic display shall change more than one time per rz .n 6 <br />S utelperiod, except time and temperature displays which may <br />change once every 3 seconds. <br />v. Dynamic signs shall comply with the City's Architectural <br />Guidelines applying to the district in which they are located and <br />shall be no brighter than other illuminated signs in the same <br />district. <br />vi. Dynamic displays shall be designed to freeze the display in the <br />event of malfunction and the owner shall discontinue the display <br />immediately upon malfunction or upon notice from the City that <br />the display violates the City's regulations. <br />. .� <br />vrn?(14ettaecesttx <br />efe lions <br />3 <br />
