AAA Metropolitan Council <br />44 <br />August 27, 2007 <br />Joel Hanson, City Administrator <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 <br />RE: City of Little Canada Environmental Assessment Worksheet <br />St. Jude Medical Technology Center <br />Metropolitan Council District 11 <br />Metropolitan Council Review No. 20059 -1 <br />Dear Mr. Hanson: <br />The Metropolitan Council received the St. Jude Medical Technology Center Environmental <br />Assessment Worksheet (EAW) for review on July 31, 2007. This 47 acre project involves <br />construction of 475,000 square feet of office /laboratory/manufacturing space and 2,460 parking <br />spaces in parking decks. Two existing buildings on site will remain, but 438 existing surface <br />parking spaces will be eliminated. Beginning in 2007, the project will proceed in three phases. <br />Metropolitan Council staff review of the EAW finds that it is complete and accurate with respect <br />to regional concerns. An Environmental Impact Statement is not necessary for regional <br />purposes. Staff offers the following comments for consideration as the project is implemented: <br />Item 8 — Permits and Approvals Required (Jim Larsen, 651- 602 -1159) <br />In accordance with Minnesota Statute Section 473.513, at the time the City makes <br />application to the Minnesota Pollution Control Agency (MPCA) for a permit to construct <br />the proposed sanitary sewer project component, a copy of the plans, design data, and a <br />location map of the project will also need to be submitted to the Metropolitan Council. <br />The Council's Environmental Service Municipal Services staff will need to review, <br />comment, and recommend issuance of the construction permit by the MPCA before <br />connection can be made to the City's wastewater disposal system. <br />Item 8 — Permits and Approvals Required (Bob Mazanec, 651- 602 -1330) <br />The EAW indicates that the City has approved a comprehensive plan amendment for this <br />development. The Metropolitan Council, however, has not yet received the plan <br />amendment. The EAW needs to note that the comprehensive plan amendment will be <br />sent to the Metropolitan Council for its statutorily required review.
