- EUTRING - ASSOCIATES 1 IJ KOM Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: July 20, 2007 RE: St. Jude EAW As you are aware St. Jude Medical is proposing an expansion of their existing facilities at their County Road B2 site. The expansion is proposed to be completed over the next several years with the first phase beginning this year. This first phase will involve the construction of an approximately 200,000 square foot building and associated parking on the 10 acres to the west of the existing St. Jude site that is being purchased from the School, Due to the size of the overall project an Environmental Assessment Worksheet (EAW), which has been distributed to the council, was required prior to the completion of the actual expansion plans. The purpose of the EAW is to analyze how the proposed project could potentially affect the environment and ways to avoid or minimize impacts before the project is permitted and built. While only the first phase of the expansion will begin this year the EAW has been completed to address all three phases of the proposed expansion to eliminate the need for future EAWs. We have been providing comments to the St. Jude staff and consultants during the preparation of the EAW over the last months and the most recent draft dated July 6, 2007 has been reviewed by our office. Other than some grammatical revisions, we believe the EAW contains sufficient information in regard to the project and its impacts to proceed with publication for public comment. Approval of the EAW does not signify approval of the project from an actual construction standpoint. The EAW serves as a preliminary investigation tool to help aid in determining potential issues to be addressed by the specific project plans. As the project moves forward actual construction plans will be completed for review and approval by the City.
