- EUTRING - ASSOCIATES <br />1 IJ KOM <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: July 20, 2007 <br />RE: St. Jude EAW <br />As you are aware St. Jude Medical is proposing an expansion of their existing facilities <br />at their County Road B2 site. The expansion is proposed to be completed over the next <br />several years with the first phase beginning this year. This first phase will involve the <br />construction of an approximately 200,000 square foot building and associated parking on <br />the 10 acres to the west of the existing St. Jude site that is being purchased from the <br />School, <br />Due to the size of the overall project an Environmental Assessment Worksheet (EAW), <br />which has been distributed to the council, was required prior to the completion of the <br />actual expansion plans. The purpose of the EAW is to analyze how the proposed <br />project could potentially affect the environment and ways to avoid or minimize impacts <br />before the project is permitted and built. While only the first phase of the expansion will <br />begin this year the EAW has been completed to address all three phases of the <br />proposed expansion to eliminate the need for future EAWs. <br />We have been providing comments to the St. Jude staff and consultants during the <br />preparation of the EAW over the last months and the most recent draft dated July 6, <br />2007 has been reviewed by our office. Other than some grammatical revisions, we <br />believe the EAW contains sufficient information in regard to the project and its impacts to <br />proceed with publication for public comment. <br />Approval of the EAW does not signify approval of the project from an actual construction <br />standpoint. The EAW serves as a preliminary investigation tool to help aid in <br />determining potential issues to be addressed by the specific project plans. As the project <br />moves forward actual construction plans will be completed for review and approval by <br />the City.
