-U RIN6 111SSO(I.ATtS <br />1AU UORTR <br />Memorandum <br />TO: Little Canada Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 13, 2007 <br />RE: 2007 Street & Utility Reconstruction <br />Change Order #3 <br />Background <br />During construction, field conditions and unforeseen items required staff to direct the <br />Contractor to complete extra work outside the scope of the original contract. The <br />additional work required included the insulation of a piece of mainline watermain and a <br />service to protect against freezing. This insulating in turn generated additional material <br />for disposal by the Contractor. In addition, inspection of the existing rip rap at the flared <br />end on Viking Drive resulted in removal and disposal of the existing material from the <br />site prior to placement of the new rip rap. <br />An additional mobilization was also required of the pipe crew as a result of delays <br />outside the control of the Contractor to complete portions of the project within the <br />specified timelines. The Contractor was required to provide excess material from the <br />project to fill sites designated by the City. At one of these sites the addition of the <br />material required that an existing sanitary manhole be raised up four feet to allow for <br />access to the line for cleaning and maintenance. <br />Summary and Recommendations <br />The Contractor completed the work outlined above as directed by the Engineer in <br />completion of the project. There was no means for compensation of this work provided <br />in the original contract and all cost for this work is outlined in Change Order #3. These <br />costs have been reviewed by our Inspectors and represent the actual time and cost of <br />the work based on our records and totals $6,989.76. <br />Based on the information above, we would recommend that the City Council approve <br />payment of Change Order #3.
