Lane to allow for a future connection and looping anticipated as part of the overall plan <br />for the area through the proposed Richie Place Development. Second, it would provide <br />for the reconstruction of Beam Avenue to an urban standard. Thirdly, it would allow for <br />extension of a gravity sanitary sewer stub that could possibly eliminate the need for <br />several lift stations south of Labore Road. <br />Due to the limited number of Little Canada residents /properties as related to the overall <br />number of affected properties, the City of Maplewood will be leading the project. Little <br />Canada City staff has directed Maplewood to include our residents as part of the <br />Maplewood process and provide them the same opportunities and assessments as the <br />rest of the properties affected. <br />Proposed Improvements <br />The City of Maplewood has provided a preliminary estimate of $167,593.00 for the Little <br />Canada portion of the project. That amount includes $50,860.00 for the necessary <br />sanitary sewer work to provide the gravity stub and $116,733.00 for half the costs of <br />watermain installation and street reconstruction on Beam Avenue. That cost does not <br />include extension of the sewer and watermain through the Himmelbach and Battista <br />properties to provide connections to the proposed Richie Place Development. If utilities <br />were extended through these properties as part of the project, 100% of those costs <br />would be passed along to the City of Little Canada. <br />It is anticipated that the City of Little Canada would own and operate all of the new <br />watermain and that the City of Maplewood would own and operate the sanitary sewer. A <br />joint powers agreement will need to be developed that outlines the responsibilities of <br />each City and how billings for services will be handled. <br />The City of Maplewood is currently working on completion of the feasibility study for the <br />project. Copies of the feasibility study will be provided to the City of Little Canada for <br />review and comment. <br />Requested Council Action <br />The City of Maplewood has noticed all affected residents, including those Little Canada <br />residents along Beam Avenue, and will be holding an informational meeting on January <br />16th to discuss the project and gather input. Due to the limited meeting schedule of the <br />City Council with the holiday season and the need for both Cities to provide approvals <br />and authorize meetings, we are asking that the City Council authorize the informational <br />meeting at this time. The proposed schedule outlined by Maplewood included holding <br />the public hearing tentatively on January 28, 2008. Based on this schedule we would be <br />asking the City Council to authorize and call for the public hearing at the meeting on <br />January 9th. <br />We would also like authority to initiate discussions with Mr. Himmelbach and Mr. Battista <br />regarding the potential for trunk line improvements through their property. <br />If you have any questions or would like to discuss the proposed improvements, please <br />feel free to contact me at 76- 780 -0450 Ext. 13. <br />- 1 8 - <br />
