MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />he would purchase the outlot and form an association with his Maplewood <br />neighbors for the maintenance and use of this property. <br />Blesener noted that the Park Commission would keep the outlot area <br />natural, but would add a trail through it. It is the Commission's hope to <br />connect with the powerline trail as well as continue the trail development <br />through the entire area. Montour noted that the Parks Commission felt <br />that eventually the City would be able to get access for a trail through this <br />entire area as the individual properties are developed. <br />Keis asked if there was a way to connect with the powerline trail. The <br />City Administrator indicated that one option may be through the Miranda <br />property, however, it is his understanding that Mr. Miranda is not <br />interested in providing the property for a connection. The Administrator <br />stated that if the City took a trail easement over the Johnson property, <br />access to that easement would be necessary for maintenance purposes until <br />such time as a complete trail connection could be made. Access via an <br />extension of the easement for the Canadian Woods pond is an option. The <br />City Administrator suggested that the City is willing to work with <br />everyone involved on a trail easement location that best works for all the <br />parties involved. <br />Tom Kehoe, Edgerton Street, asked where this area drains into. Blesener <br />pointed out that the entire area eventually drains into Lake Kohlman. <br />Kielsa stated that the adjacent Maplewood property owners wish to <br />purchase the outlot to keep it natural and protect it from development. <br />Blesener pointed out that if the City took it for a trail, this property would <br />be protected from development other than for trail purposes. Kielsa was <br />concerned with the loss of trees in this area. Blesener noted that only tree <br />removal from the outlot would be those needed to bring the trail through. <br />Pat Johnson pointed out that the Parks Commission was talking about a 30 <br />foot easement and pointed out that there is a 75 foot setback required from <br />the wetland area. Johnson felt this would push the trail to the edge of the <br />property and bring it within 50 feet from the back of the Maplewood <br />homes. Allan noted that the trail pavement would not be very wide and <br />could be just a wood chip trail. Allan did not believe there was a 75 foot <br />setback required. The City Administrator noted that there is a no disturb <br />zone and the trail would have to be outside of that. He also noted that the <br />City has been putting in 8 foot wide trails. <br />Greg Miranda reported that he owns the property to the north. Miranda <br />thought that his property could be subdivided and developed from the <br />c5 <br />
