The proposed tower for modeling purposes was located on the south end of the Capital <br />View school property on top of the hill to provide for the most benefit to the area with the <br />lowest tower costs. As the table outlines, the water tower option would provide an <br />additional increase in the static pressure of approximately 2 psi for the areas in direct <br />vicinity to the new tower and the additional increase in fire flows are highly dependent on <br />the water elevation in tower. <br />Recommendation <br />It is our recommendation that the City complete a 12" trunk watermain loop starting at <br />the 12" main on the east side of the railroad tracks run west along County Road B2 <br />down through the St. Jude Property and back to the east along Viking Drive to the 12" <br />main at the railroad tracks. In addition, a 12" watermain extension to Rice Street should <br />be completed along County Road B2 or possibly through the south side of the Capital <br />View school property and a connection to the existing 6" watermain on Stephanie Court <br />should also be completed to improve the existing water system in that area. <br />There are some additional benefits that would be seen by spending an additional <br />$600,000. The benefits include a second storage structure for times of maintenance on <br />the existing tower and slight increases in system pressures and fire flows in the <br />southwest corner of the City. However, we do not feel that the limited benefits compared <br />to the increased cost are cost effective at this time. The 12" trunk loop will provide <br />adequate flows for the new St. Jude facility and improve the water system, especially the <br />fire flows, in the entire southwest area based on current uses. There are some larger <br />parcels of property in the area that may some day develop and put higher demands on <br />the water system in the area. If that occurs the water system will need to be reviewed <br />again and it is possible that a tower will be necessary in the southwest corner of town in <br />the future.
