Hanson <br />www.cilittle-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Kathy Glanzer, City Clerk <br />DATE: November 20, 2007 <br />RE: <br />Application for Bow and Arrow Deer Hunting Permit <br />Nathan Johnson <br />2539 Morrison Avenue <br />The City is in receipt of an Application for a Bow and Arrow Deer Hunting Permit from <br />Nathan Johnson requesting the ability to hunt deer on the St. John's Cemetery property. <br />Mr. Johnson is requesting this permit from a public safety standpoint as he feels that the <br />deer population is a traffic hazard. St. John's Church has submitted a letter granting <br />permission for Nathan Johnson to hunt on the cemetery property. I discussed the issue <br />with Jeanne Messersmith, Church Business Administrator, and she is in support of the <br />hunt from a public safety standpoint. However, St. John's has no preference whether the <br />hunt is conducted by Mr. Johnson or under an organized effort. <br />It should be noted that the bow and arrow season for deer is from September 15`h to <br />December 315`. Licensed hunters are allowed to take one buck as well as unlimited <br />antlerless deer. <br />The last Bow and Arrow Permit that the City granted was several years ago and was <br />granted because deer were eating planted crops and financially impacting a truck farmer <br />operating in the City. <br />I have contacted the Ramsey County Sheriff's Department relative to their opinion as to <br />whether or not deer are becoming a traffic hazard. The Sheriffs Department indicated <br />that they are not aware of a greater number of deer /car incidents this year than in years <br />past. They also indicated that their accident reports involving deer would not support <br />having a hunt. <br />I have discussed this request with Bryan Lueth, Urban Area Wildlife Office of the DNR, <br />who is a supporter of deer management. Lueth indicated that few metro cities have <br />allowed individual permits, but many have done organized deer management. <br />
