{lf CRIN6 4ISSO(I1ATtS <br />Memorandum <br />TO: Little Canada Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: November 21, 2007 <br />RE: State of Minnesota Master Partnership Contract <br />Background <br />In 2005 the City Council authorized entering into a Partnership Contract with the State of <br />Minnesota to allow the City the ability to utilized Mn /DOT resources for services <br />requested by the City. The services that could be utilized under the agreement included <br />professional and technical services, routine maintenance, and contract administration. <br />To date the only Mn /DOT service that have been utilized have been for bituminous and <br />concrete plant testing during state aid route reconstructions. In an attempt to have a <br />uniform agreement with all communities, Mn /DOT is requesting that a new Master <br />Partnership Contract be executed. <br />The new Contract provides the general terms and conditions for the relationship <br />between the two parties and would allow the City the same ability to utilize Mn /DOT <br />resources for services designated by the City as the old agreement. However, the new <br />agreement would allow Mn /DOT to utilize City resources for services as well. This ability <br />would have previously required a separate agreement with Mn /DOT but has been <br />incorporated into a single agreement to minimize confusion and the number of <br />agreements with other public agencies. All specific service requests by either entity are <br />done thru the use of a "Work Order" contract to specify the specific work to be done and <br />the method and amount of payment to be received. <br />Summary and Recommendations <br />It is our recommendation that the City Council authorize the City to enter into the State of <br />Minnesota Master Partnership Contract, see attachment. At this time it is anticipated <br />that the only service that may be utilized would be the bituminous and concrete plant <br />testing, but additional services could be requested anytime during the length of the <br />contract.
