MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 2007 <br />SUP FOR <br />HOME <br />OCCUPATION - <br />3040 <br />LABORE <br />ROAD — <br />RYAN BUCK <br />There was no one present wishing to comment on this matter. <br />Barraclough recommended approval of the Text Amendment to the Zoning <br />Code increasing the total number of massage therapy businesses allowed in <br />the B -3 District and the PUD District from one to two, as well as approval <br />of a PUD Permit for a Massage Therapy Business as requested by Jill <br />Andert subject to compliance with the recommendations of the City Planner <br />as outlined in his November 2, 2007 report. <br />Motion seconded by Pechmann. <br />Motion carried 7 — 0. <br />Mr. Ryan Buck appeared before the Commission requesting a Special Use <br />Permit for a Home Occupation that consists of firearms engraving. Buck <br />reported that he is considering purchasing the home at 3040 LaBore Road <br />and would operate the business from this location. Buck indicated that he <br />works a full -time job outside his home and the firearms engraving is a <br />part-time business. <br />Knudsen asked about what the business consists of. Buck explained that he <br />engraves firearms components from cosmetic engraving to required ATF <br />engraving. Buck reported that the ATF allows some rifle modifications, but <br />there are engraving requirements for some firearm modifications. <br />Buck reported that the engraving tool he uses is powered by electricity, and <br />is not very large in size. It can be moved by one person. <br />Knudsen asked how customers are located. Buck reported that he has a web <br />site and does business over the internet. He also does some limited <br />advertising in a couple of magazines. Buck reported that he does no local <br />advertising and most of his business is from outside Minnesota. All <br />components to be engraved are shipped to him via UPS. Buck reported that <br />only about 2% of the firearms he receives are complete, most are just <br />specific components. Buck reported that he does not want the liability nor <br />does he want to incur the shipping costs for the added weight of shipping <br />complete firearms. <br />Knudsen asked if Buck was the only employee and saw his business <br />growing to the point where he would have to add employees. Buck replied <br />that he is the only employee and wants to keep the business small so it can <br />be operated as a home occupation. <br />-7- <br />
