4. Special home occupations may be allowed to accommodate their parking <br />demand through utilization of on- street parking. In such cases where on- <br />street parking facilities are necessary, however, the City Council shall <br />maintain the right to establish the maximum number of on- street spaces <br />permitted and increase or decrease the maximum number when and where <br />changing conditions require additional review. <br />Because the firearms engraving business is conducted entirely by mail order or <br />Internet sales, there will be no retail, walk -in customers. There will be not be an <br />increased parking demand produced by this special home occupation. <br />Summary and Recommendation <br />The proposed firearms engraving business is considered to be a special home <br />occupation, and requires a special home occupation permit. The proposed use will not <br />require any alterations to the existing structure, and is not expected to propose any <br />nuisance to the surrounding neighborhood. However, due to the nature of the product <br />being handled, the City is concerned with security and safety. The applicant has <br />indicated that a minimal amount of firearms will be delivered to the house, as he <br />requires almost all of the firearms to be disassembled so the business is not liable. <br />Planning staff recommends approval of the proposed firearms engraving special home <br />occupation as proposed by the applicant based on the finding that the business will <br />have no impact on the surrounding residential neighborhood with the following <br />conditions: <br />1. Proper fire and building code compliance details are met, subject to the approval <br />by the City Building Inspector. <br />2. Home occupation permit is subject to annual review. <br />The home occupation permit shall be valid for one year.
