4. Special home occupations may be allowed to accommodate their parking demand through utilization of on- street parking. In such cases where on- street parking facilities are necessary, however, the City Council shall maintain the right to establish the maximum number of on- street spaces permitted and increase or decrease the maximum number when and where changing conditions require additional review. Because the firearms engraving business is conducted entirely by mail order or Internet sales, there will be no retail, walk -in customers. There will be not be an increased parking demand produced by this special home occupation. Summary and Recommendation The proposed firearms engraving business is considered to be a special home occupation, and requires a special home occupation permit. The proposed use will not require any alterations to the existing structure, and is not expected to propose any nuisance to the surrounding neighborhood. However, due to the nature of the product being handled, the City is concerned with security and safety. The applicant has indicated that a minimal amount of firearms will be delivered to the house, as he requires almost all of the firearms to be disassembled so the business is not liable. Planning staff recommends approval of the proposed firearms engraving special home occupation as proposed by the applicant based on the finding that the business will have no impact on the surrounding residential neighborhood with the following conditions: 1. Proper fire and building code compliance details are met, subject to the approval by the City Building Inspector. 2. Home occupation permit is subject to annual review. The home occupation permit shall be valid for one year.
