Building Improvements. One of the improvements that the City has looked forward to <br />would be an upgrade and remodeling of the building exterior. The applicant shows a <br />building face with a wainscot face brick surrounding the entire building, with new <br />windows in the east and north walls, topped by an EFIS wall system and additional face <br />brick around newly constructed entrance areas (up to four, depending on the number of <br />occupants that the applicant finds prior to construction). <br />The improvements will constitute a significant upgrade to the building, and would be <br />consistent with many industrial park buildings in the area. It should be noted that the <br />west wall will retain two overhead loading doors to accommodate the movement of <br />materials and equipment into, or out of, the building. <br />Landscaping. The applicant has submitted a landscaping plan which shows a line of <br />shrubs and perennials along the east building wall between the building and the <br />sidewalk. A total of eight overstory trees are planned for the larger spaces in the north <br />(front) portion of the property. Planning staff would recommend additional tree planting <br />in the green space created along the east boundary (from the elimination of the eight <br />parallel parking spaces mentioned above), as well as tree planting along the southern <br />boundary between this site and the Drywall Supply property. Both additional plantings <br />would help to delineate this site, and break up the extensive paved areas in this PUD. <br />Signage. The applicant has not provided any sign plans as part of the application. <br />These would typically be reviewed under a separate permit application, presuming that <br />they meet the City's sign ordinance requirements and the intent of the architectural <br />guidelines. <br />When the Drywall Supply PUD and subdivision was approved, it was noted that the <br />existing freestanding sign, formerly used by Knox, could be utilized by Drywall Supply <br />under the PUD agreement, even though it was technically an off-site sign at the time of <br />the agreement. It was also noted, however, that at the time of remodeling and re -use of <br />the Knox Building, that sign would no longer be permitted as a part of the PUD. Due to <br />its height, it exceeds the zoning ordinance maximums and should be removed as a <br />condition of the PUD approval. If there is joint signage to be considered by Drywall <br />Supply and the current applicant, a separate PUD signage approval should be sought. <br />It is noted in the application materials that the owner of the Drywall Supply operation will <br />be seeking a new building on their property. This will require separate PUD approval <br />and is not part of the PUD permit for the former Knox Building. <br />Summary and Recommendation <br />Planning staff recommends approval of the PUD permit for Midwest Gymnastics as <br />proposed, with the following conditions: <br />1. The parking areas around the property are adjusted to meet the required 5 foot <br />setback, and such setback area is landscaped as required by ordinance. <br />2 <br />
