(a) Filing. After the preliminary plat has been approved, final plat shall be submitted for <br />review as set forth in the subdivisions which follow. Before a final plat <br />application may be presented for consideration, the subdivider shall prepare a <br />preliminary plat that demonstrates compliance with all conditions of the City <br />Council's approval. <br />(b) Approval of the Planning Commission. Five (5) full size copies, one (1) reduced copy <br />no larger than 11" by 17 ", and one electronic digital file copy of the final plat <br />shall be submitted to the City Administrator for distribution to the Planning <br />Commission, City Council and appropriate City staff, twenty (20) seventeen (17) <br />days prior to a Commission meeting at which consideration is requested. During <br />the said twenty (20) days the City staff shall examine the final plat and prepare a <br />recommendation to the Planning Commission. Nature of approval, disapproval, or <br />any delay in decision of the final plat will be conveyed to the subdivider within <br />ten (10) days after the meeting of the City Planning Commission at which such <br />plat was considered. In case the plat is disapproved, the subdivider shall be <br />notified in writing of the reasons for such action and what requirements shall be <br />necessary to meet the approval of the Commission. <br />(c) Council Action and Public Flea ing. Upon receipt of the application, staffreports, and <br />Planning Commission recommendation, the City Administrator shall schedule a <br />public hearing for public review"of the preliminary flat: "Fhe Council shall:hold <br />the hearmg and make a written finding of faet:?The notice of such bearing shall <br />ntain d'escri "to descri tton o re uesC an' <br />n,. Written notice,'ofthe hearmg shall be mailed at least ten (10) days <br />prior to the hearing to all owners of property within threehundred fifty (350)" feet <br />ofth <br />e boundary of the subxect property.` <br />Exceptions:.In cases of simple subdivision ( %.e. dividing one parcel into <br />two or combining two parcels into one) the Council may, when deemed <br />appropriate, waive the requirement for public hearing. <br />After review of the final plat by the Planning Commission, such final plat, <br />together with the recommendations f the Planning-Commission shall be <br />cubmitted to the City Council for action. If accepted, the final plat shall be <br />approved by resolution, which resolution shall provide for the acceptance of all <br />agreements for basic improvements, public dedication and other requirements as <br />indicated by the City Council. If disapproved, the grounds for any refusal to <br />approve a plat shall be set forth in the proceedings of the Council and reported to <br />the person or persons applying for such approval. <br />(d) Street Addresses. With submission of the final plat, five (5) copies of the plat map <br />showing all addresses correctly labeled in conformance with all applicable <br />Ramsey County and City ordinances and policies shall be supplied to the City <br />Administrator for subsequent distribution to the utility companies and local <br />school districts. <br />(e) Recording Final Plat. If the final plat is approved by the City Council, the subdivider <br />shall record it with the Ramsey County Recorder within six (6) months after said <br />approval or approval of the final plat shall be considered void, unless a request for <br />-12- <br />
