(k) Turn Around Access. Where proposed residential lots abut a collector or arterial <br />street, they should be platted in such a manner as to encourage turn- around access <br />and egress on each lot. <br />(1) Pipeline Setback. Where the proposed subdivision is subject to an easement for a <br />pipeline transporting hazardous fluids, including but not limited to natural gas, <br />liquid petroleum, oil, diesel fuel, gasoline, or other similar product, or the <br />proposed subdivision is located adjacent to such an easement, no lot may be <br />designed that includes any buildable area within fifty (50) feet from the edge of <br />any such easement. Any lot subject to such an easement shall contain a buildable <br />area of no less than sixty (60) feet of width and sixty (60) feet of depth outside the <br />setback established by this Section. <br />1006.030. STREETS AND ALLEYS. <br />(a) Streets, Continuous. Except for cul -de -sacs, streets shall connect with streets already <br />dedicated in adjoining or adjacent subdivisions, or provide for future connections <br />to adjoining un- subdivided tracts, or shall be a reasonable projection of streets in <br />the nearest subdivided tracts. The arrangement of thoroughfares and collector <br />streets shall be considered in their relation to the reasonable circulation of traffic, <br />to topographic conditions, to run -off of storul water, to public convenience and <br />safety, and in their appropriate relation to the proposed uses of the area to be <br />served. Streets shall be designed to avoid creating conflicts with zoning <br />regulations or negative impacts to adjoining or nearby lands. <br />(b) Local Streets and Dead -End Streets. Local streets should be planned so as to <br />discourage their use by non -local traffic. Dead -end streets are prohibited, but cul- <br />de -sacs shall be permitted where topography or other physical conditions justify <br />their use. Cul -de -sacs shall not be longer than five hundred (500) feet, including a <br />terminal turn- around which shall be provided at the closed end, with a right -of- <br />way radius of not less than fifty (50) feet. Such distance shall be measured <br />the centerline intersection with the nearest street to the end of the cul-de-sac. The <br />City may approve a longer cul -de -sac street when the subdivider proposes larger <br />than standard lots. per City Council requirements. <br />(c) Street Plans for Future Subdivisions. Where the plat to be submitted includes only <br />part of the tract owned or intended, a future street system for the un- subdivided <br />portion shall be prepared and submitted by the subdivider. <br />(d) Temporary Cul De Sae turn arounds. In those instances where a street is terminated <br />pending future extension in conjunction with future subdivision, a temporary turn <br />around facility shall be provided at the closed end, in conformance with cul -de- <br />sac requirements for radius and construction. Temporary turn arounds may be <br />exempted from the standards for cul -de -sac street length requirements. <br />(e) Provisions for Re- subdivision of Large Lots and Parcels. When a tract is subdivided <br />into larger than normal building lots or parcels, such lots or parcels shall be so <br />arranged as to permit the logical location and openings of future streets and <br />appropriate re- subdivision, with provision for adequate utility connections for <br />such re- subdivision. <br />(f) Street Intersections. Under normal conditions, streets shall be laid out so as to intersect <br />as nearly as possible at right angles, except where topography or other conditions <br />- 2 0 - <br />
