improvements, and subdivisions which rely on them may be rejected at the <br />discretion of the City Council. <br />1006.060. PROTECTED AREAS. <br />(a) Where land proposed for subdivision is deemed environmentally sensitive by the City, <br />due to the existence of wetlands, drainage ways, water courses, tloodable areas or <br />steep slopes, the design of said subdivision shall clearly reflect all necessary <br />measures of protection to insure against adverse environmental impact. <br />Based upon the necessity to control and maintain certain sensitive areas, the City <br />shall determine whether said protection will be accomplished through lot <br />enlargement and redesign, easement, or dedication of those sensitive areas in the <br />form of outlots. <br />In general, measures of protection shall include design solutions which allow for <br />construction and grading involving a minimum of alteration to sensitive areas. <br />Where these areas are to be incorporated into lots within the proposed <br />subdivision, the subdivider shall be required to demonstrate that the proposed <br />design will not require construction on slopes over eighteen (18) percent, or result <br />in significant alteration to the natural drainage system such that adverse impacts <br />cannot be contained within the plat boundary. <br />1006.070. OTHER STANDARDS <br />(a) All private utilities in any new subdivision shall be required to be installed underground <br />per City Code Chapter 2301, including transmission lines, service lines, and any required <br />extensions. The subdivider shall be responsible for coordinating the installation of such pri vate <br />utilities with the City so as to avoid conflicts with City utilities in easements and rights of way. <br />(b) All public improvements shall be designed to comply with the standard detail plates for <br />such improvements as adopted by the City Council. This shall include a requirement for looping <br />of watermains where directed by the City Engineer. <br />(c) The subdivider shall identify any requests for the construction of model homes prior to <br />the final acceptance of all improvements by the City. A subdivider may provide for up to three <br />(3) such model homes, provided that the subdivider makes adequate provision for public and <br />emergency access during construction of the subdivision and buildings, that the subdivider <br />restores any areas disturbed by model home construction or use, and that the subdivider's <br />financial security is adequate to cover such restoration. There shall be no occupancy or use, <br />including display to public or otherwise, until the first lift of paving has been applied to the <br />street. <br />- 2 3 - <br />
