Hanson
www.ci.little-canada.nna.us
MEMORANDUM
TO: Mayor Blesener & Members of City Council
FROM: 13i11 Direks, Public Works Superintendent
DATE: January 5, 2012
RE: Water Meter Replacement Change Order
The contract with Dakota Supply Group called for Midwest Testing to add radios to the
outside of homes where the meter was installed in 2003 or later. As Midwest Testing
began adding radios they encountered numerous situations where this was not a feasible
option clue to the existing wire running to the outside of the home. The radios need three
wires to connect to the meter and many of the in -place touch pads were hooked up with
two wires. When the maintenance department would replace meters they would reuse the
existing wire if it tested ok. The old wires were two -wire bundles. The new radios
require three -wire bundles to function.
Midwest Testing also recommended that as many radios as possible be hooked up
indoors for the best long -term functionality of them. The more they are exposed to the
weather elements the greater chance they have to fail earlier. They are also relatively
large on the side of a house and have wires sticking out the front with gel cap connections
splicing the radio wire to the meter wire. For appearance purposes it made sense to
install the radios inside as well.
The cost of an indoor installation is $8 more than an outdoor installation so a change
order is required to pay for the difference in price. The total amount of the change order
will depend on the number of radios that end up being installed inside but the amount will
not exceed $6,200. Staff recommends the City Council approve the change order for
installing radios inside at a cost of $8 per installation with a total not to exceed amount of
$6200.
1
