IEanson <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: January 6, 2012 <br />RE: Workshop Meeting to Discuss Economic Development /TIF Opportunities <br />Attached is a report on the City's 'Fax Increment Financing (TIF) districts that was prepared by Jeanne <br />Vogt and Todd Hagen of Ehlers. In reading this report, you will see that we have some unique <br />opportunities in terms of planning the usage of fund balanced (current & projected) that can help us fund <br />economic development activities. Based on past discussions or goals of existing redevelopment <br />districts, here are some potential projects for your consideration: <br />• Redevelopment of Area by future Public Works Site (McGough, Donovan, & other <br />properties). (See Map #1) <br />B Potential acquisition of the Winter property in Rice Street Redevelopment District. (See Map <br />#2) This could accommodate future townhomes, commercial development or maybe <br />an assisted living facility. <br />• Expanding Development District 6 -1 to accommodate more redevelopment for housing. (See <br />Map #3 and TIF Projection) <br />Y Financing acquisitions for other redevelopment areas we have discussed in the past. <br />> Other Uses ? ?? <br />With the many changes to TIF laws over the years, you will also see that some districts have more <br />flexibility (2 -1) than others. <br />The goal of this workshop is to bring you up to speed with our current districts, and then create a <br />strategy to guide us in the use of present and future TIP balances to aid in additional redevelopment <br />projects and /or determine to decertify districts at the desired time. <br />Jeanne and Todd will be present to walk us through the report and to aid in the discussion of potential <br />options. <br />cc: Jeanne Vogt & Todd Hagen, Ehlers <br />1 <br />
