MINUTES <br />CITY COUNCIL <br />JANUARY 9, 2012 <br />discussions with the Winter's. Both of these acquisitions would fall under <br />the original development program of each respective district. <br />Blesener suggested that a list of potential redevelopment projects should <br />be put together for the Council's review. McGraw noted that development <br />of a new Public Works Garage has been in discussions for a long time, and <br />he felt that this project should be included on the list. There was <br />additional discussion of the redevelopment of the area that would include <br />the new Public Works Garage. Blesener agreed that the garage area <br />should be included in the list. <br />Council noted that some of the key points discussed this evening include <br />the need to expand the boundaries of the development districts, that <br />districts should not be decertified until the City is required to do so, and <br />that a listing of potential redevelopment projects needs to be put together <br />along with a listing of the TIF funds available for redevelopment, where <br />these funds can be used, as well as the amount of pool funds available. <br />The Administrator reported on redevelopment within District 6 -1. One <br />potential project includes acquisition of single- family homes to provide <br />access into the former Hoffman property (2966 Arcade Street) at a point <br />on LaBore Road across from Cherry Hill Lane. The Administrator also <br />indicated that Landmark Development has submitted a concept for <br />development of area surrounding the Gervais Woods development. <br />The Administrator also reported on discussions that he has had with <br />Terrace Heights Mobilehome Park about providing financing for new <br />mobilehomes. OSA staff has stated that these would not qualify for <br />financing if they are considered "personal property ". As an alternative, <br />Terrace Heights may desire to build two additional storage buildings on <br />their property. The Council expressed concern with this alternative. <br />The City Administrator indicated that he would work with Ehlers to <br />determine the process to expand the TIF Development Districts and would <br />schedule the Council's calling for any needed public hearings at an <br />upcoming meeting. The Administrator indicated that he would work with <br />Ehlers to refine their report and provide a listing of available TIP dollars, <br />as well as indicated he would put together a list of potential redevelopment <br />projects. The Administrator suggested that once this information is <br />compiled, the Council may wish to hold another workshop to review and <br />discuss it. <br />There being no further business, the workshop was adjourned at 7:28 p.m. <br />5 <br />
