RESOLUTION <br />IN SUPPORT OF AN APPLICATION TO THE MINNESOTA DEPARTMENT <br />OF TRANSPORTATION (MnDOT) FOR <br />ROUTES OF REGIONAL SIGNIFICANCE PROGRAM FUNDS <br />WHEREAS, Rice Street (former State Trunk Highway 49) is a significant thoroughfare <br />for Ramsey County and the northeast metro area as a primary traffic corridor for Ramsey <br />County as well as a congestion reliever to Interstate 35E; and <br />WHEREAS, the first phase of Rice Street's reconstruction consisted of a new bridge <br />over Highway 36 and a new roadway, utility relocation, and amenities from County Road <br />B to County Road B2 that was completed in 2011; and <br />WHEREAS, the second phase of Rice Street's reconstruction from County Road B2 to <br />County Road C2 (Market Place Drive) is planned to commence in 2012 with utility <br />relocation and roadway and amenity construction in 2013; and <br />WHEREAS, the second phase of Rice Street's reconstruction will enable the correction <br />of existing deficiencies dealing with a reduction in access points along this corridor, <br />enhanced signal timing and operational capabilities to improve traffic flow, and <br />correction of poor sight line geometries at County Road C to improve traffic safety; and <br />WHEREAS, a project of this magnitude has significant cost implications for Ramsey <br />County, and the cities of Roseville & Little Canada; and <br />WHEREAS, the benefits of this project will improve traffic flow, increase safety for <br />motorists and pedestrians, and enhance economic development throughout this corridor, <br />NOW, THEREFORE BE IT RESOLVED THAT the City of Little Canada hereby <br />authorizes and supports Ramsey County's application for MnDot's Routes of Regional <br />Signifanee Program Funds to aid in the correction of major traffic flow deficiencies in the <br />Rice Street corridor from County Road B2 to County Road C2 (Market Place Drive). <br />Adopted this 25th day of January 25, 2012. <br />BY: <br />ATTEST: <br />Joel R.
