MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 23, 2012 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 23rd day of <br />January, 2012 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ABSENT: Council Member Ms. Shelly Boss <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />City Clerk Ms. Kathy Glanzer <br />IMP. NO. Mayor Blesener opened the Public 1- Iearing to consider the improvement <br />2012 -01 of Park Street (from County Road C to Demont Avenue) by mill and <br />PARK overlay of bituminous road surface as well as repair /replacement of <br />STREET damaged concrete curb and gutter sections. <br />The City Engineer reviewed the existing road conditions and the proposed <br />improvement which would consist of a mill and overlay of the existing <br />pavement and replacement of curb and gutter that is damaged or holding <br />significant water. He noted that a full depth mill is proposed for the worst <br />areas of cracking that may appear unsound after the initial milling. This <br />will include gravel base bituminous replacement. The Engineer noted that <br />seal coating and crack sealing of the street was reviewed, but due to the <br />current condition, staff is recommending a higher level of maintenance <br />(mill and pave) to re- establish good drainage and protect the street <br />subgrade. <br />The Engineer noted that the current cost estimate anticipates that <br />boulevard restoration will occur through seeding. Sod would be more <br />expensive. The Engineer noted that both would require some care on the <br />
