The Engineer reported that based on past projects generally <br />about 15% of the curbing needs replacement. <br />Wester commented that the estimate for sod appears to be high. The <br />Engineer reported that given the nature of the restoration project and <br />amount of square footage involved, the estimate is high. <br />Wester questioned the 5.25% interest rate. The City Administrator noted <br />that 2011 assessments were certified to the County at the 5.25% rate. It is <br />likely that this rate will be lower for 2012, but the rate will not be <br />determined until the fall. <br />Wester and Woodruff commented on noise from motorcycles in the area. <br />The City Administrator reported that the City does have a noise ordinance <br />that is based on decibels. Enforcement of this ordinance can be difficult, <br />and the City has gone to properties with a decibel meter to determine if the <br />ordinance is being violated. <br />There was no one present from the general public with additional <br />comments on this matter. <br />Upon motion by Montour, seconded by McGraw, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -1 -18 — ORDERING IMPROVEMENT NO. <br />2012 -04, SYLVAN STREET FROM COUNTY ROAD C TO CUL -DE- <br />SAC, AND AUTHORIZING THE CITY ENGINEER TO PREPARE <br />PLANS AND SPECIFICATIONS FOR THIS IMPROVEMENT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the City will bid the project and <br />inform the property owners of the bid results. If the bids are too high, the <br />Council has the ability to reject the bids and delay the project. Staff is <br />hopeful, however, that bids will be favorable. <br />12 <br />
