Watermain language is being added to specify the City's design requirements for
looping and avoidance of dead -end water lines. As with lift stations, dead -end water
lines require extensive maintenance and flushing, and often result in poor water quality
issues. The purpose of this clause is to avoid long -term costs that are attributable to a
specific development, but result in spreading those costs to the general City budget.
Both the lift station and watermain amendments are proposed to be located in Sections
1006 (Design Standards) and 1008 (Required Basic Improvements) which creates a
cross reference to the Design Standards. The following text includes the proposed
language.
Section 1006.070
13. All public improvements shall be designed to comply with the standard detail
plates for such improvements as adopted by the City Council. Such improvements may
include but are not limited to, sanitary sewer, watermain, street, curb and gutter,
stormwater, public area landscaping and restoration, and other improvements required by
the City as a part of a subdivision approval.
1. Where lift stations are proposed to be installed in the City of Little Canada,
such equipment must meet the type, make, and manufacturer of the current
City standard lift station identified in the standard detail plates, and the
employment of a lift station shall be at the sole discretion of the City . All
lift stations shall have a minimum of two pumps. The Cif shall review the
location and all possible gravity service options prior to making the
determination of a new lift station approval. Factors considered will include
future operation and maintenance costs of a lift station and the servicing of
adjacent properties to limit the number of lift stations in the City. Back -up
power generation shall be required for all new lift stations through the use of
an on -site natural gas generator._ Documentation _on. the .,size. make, and
model of the generator to be used must be submitted to the City for
approval.
7,
Any public watermain system extension within the City must be reviewed
and approved by the City. It is the Citygoal to provide for a looped
watermain system for improved serviceability and fire protection. The City
shall review the location of the extension, the surrounding watermain
system. and adjacent properties to determine if a looping will be required. if
so required by the City, the water system shall be looped to eliminate dead
end sections. Subdivision requests may be denied where compliance with
City design requirements for looping or other standards are not met.
