{1W lHG -ASSO(IIT[S <br />TUUC MOMfl <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: February 8, 2012 <br />RE: Interceptor 1 -LC -420 Joint Repair Project <br />As described in our previous memo the above referenced project is a cooperative project <br />between the City of Little Canada and Met Council for the rehabilitation of an existing <br />sanitary sewer interceptor that is being tuned back to the City. The previous memo <br />outlined the results of the bid and informed the Council that bid tabulation had been <br />provided to Met Council for their review and approval of award. We have received <br />notification from Met Council that they have completed their review of the bid and would <br />recommend approval of the Contract. <br />The base bid items of the project are costs associated with the mainline and structure <br />improvements and are the costs that will be reimbursed to the City by Met Council. This <br />portion of the project required Met Council approval for award. The alternate bid <br />schedule is for service work that would be the responsibility of the City. This work <br />involves the mechanical grouting of the service connections to the mainline sewer and <br />the first 4 feet of the service. The number of services included in the bid was estimated <br />based on mineral deposits and actual - infiltration seen on the most current televising <br />videos. Based on the unit prices received we feel that the alternate should be awarded, <br />however the actual quantity to be used should be based on an inspection of the services <br />after the initial cleaning of the mainline sewer to help determine if a grouting of the <br />service connection is a cost effective means of eliminating inflow and infiltration or if the <br />infiltration is coming from inside the service line itself. <br />Based on the receipt of Met Councils approval for award we would recommend award of <br />the base bid and alternate to the low bidder Infratech in the amount of $404,749.00. As <br />indicated above the alternate bid quantities used will be based on a re- inspection of the <br />services and a determination of cost effectiveness. The actual number of services <br />grouted is expected to be within the range that was bid.
