MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 9, 2012 <br />that developers will sometimes propose lift stations due to lower up -front <br />costs where the extension of a gravity -based sewer system is more <br />difficult. A lift station results in on -going maintenance costs to the City. <br />In some cases, a lift station may be reasonable; but the Planner pointed out <br />it is important that the city have a clear authority over both usage and <br />equipment manufacture to ensure the best long term design and operation. <br />With regard to the proposed watermain language, the requirements for <br />looping and avoidance of dead -end water lines are being added. The <br />Planner noted that dead -end water lines require extensive maintenance and <br />flushing and may result in poor water quality issues. <br />Duray recommended approval of Amendment to the Subdivision <br />Ordinance, Sections 1006 and 1008 relating to specifications for various <br />subdivision design standards and improvements as recommended by the <br />City Planner in his February 3, 2012 report. <br />Motion seconded by Palletize. <br />Motion carried 6 — 0. <br />TRASH Barraclough indicated that a resident contacted him with the concern that <br />BINS some property owners leave their trash and recycling bins stored outside at <br />all times. That resident asked that the City consider adoption of an <br />ordinance requiring that the bins be stored inside garages when not out on <br />collection day. The City Clerk noted that some residential properties may <br />have a single -car garage or no garage at all. This resident request will be <br />passed on to City staff for consideration. <br />2012 GOAL <br />SETTING <br />SESSION <br />The City Clerk reviewed the results of the 2012 Goal Setting Session at <br />which the following were identified as the top 2012 Goals for the City: <br />*Evaluate `spot - zoned' properties, i.e. Norm's, Brings, Arcade <br />Electric, etc. <br />*Northeast Residential Redevelopment Project; <br />*Evaluate Traffic Safety Improvements. <br />The Clerk noted that other goals suggested at the Session will be moved <br />forward, where practical, even if they do not have official Goal <br />designation. She also noted that there is a listing of several "carry <br />forward" goals from previous years. The Commission will be given a <br />complete report in the not too distant future. <br />- 16 - <br />
