Memo <br />-ILI-RING -11SSO(I1IT -{S <br />RUC HON <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: October 6, 2006 <br />RE: Resources for Child Caring <br />Drainage Issue <br />The City Council previously approved two storm water improvements around the <br />Resources for Child Caring (RCC) property to improve drainage. Those improvements <br />were installation of a valley gutter across their south driveway and improvement of the <br />drainage swale along the south side of their property. Both improvements were <br />contingent on RCC agreeing to abandon the south five feet of their parking lot and grant <br />the City an easement over the area for improving the capacity of the swale. <br />RCC indicated that they have several deliveries from various size trucks which utilize the <br />back lot for access to the loading dock area of the building. In review of the parking <br />movements for the largest vehicle dimensions that RCC provided, the loss of 5 feet of <br />their lot would result in an inability to utilize some of the parking stalls directly adjacent to <br />the loading dock area during deliveries. They expressed that they utilize all of the <br />building parking and at times some of the adjacent properties stalls and therefore did not <br />believe that the 5 -feet could be granted. <br />Proposed Improvement <br />Due to the inability to improve the swale without impacting the buildings use, we have <br />reviewed other options to address the drainage issues in the area. Of the options <br />reviewed the most feasible option is to extend the existing storm sewer east of the <br />building through the RCC parking lot to provide a direct connection of the drainage from <br />Yorkton Avenue and the storm water pond to the southwest. This would prevent the <br />addition of that drainage to the swale. In addition the valley gutter that was originally <br />proposed for the south RCC driveway would also be constructed. The estimated <br />construction cost is approximately $60,000.00 for the improvements. <br />A sheet outlining the route of the storm sewer and the proposed improvements is <br />attached. The existing swale will need to remain in place to provide drainage for the <br />RCC parking lot.
