E <br />Little Canada, Minnesota 55117 -1633 <br />RE: EVANS ENTERPRISES <br />RYAN INDUSTRIAL PARK <br />Dear Planning Commission Members: <br />Mr. David Evans has again submitted for an amendment to his previously issued Conditional <br />Use Permit for his business located at 182 Ryan Lane in the Ryan Industrial Park. The original <br />CUP required the installation of a curbed island in the middle of his existing driveway to narrow <br />the driveway widths and bring the property closer to complying with City codes. After the CUP <br />was issued the parking lot was reconstructed without adding the median. Mr. Evans has <br />expressed that while the work was being completed the contractor indicated that he would be <br />unable to drain the lot if the island was installed. <br />We reviewed the front parking area as it currently exists to determine the possibility of adding <br />the island at this time. Due to the direction of drainage on the current lot it will not be possible to <br />install the island at the location proposed on the original CUP application without negatively <br />impacting drainage from the lot. In an effort to narrow the driveway opening it was suggested <br />that approximately 30 to 40 feet of curbing be added to the north side of the driveway where no <br />negative drainage impacts would occur. Mr. Evans has indicated that he needs that area of his <br />driveway open for accessing the garage doors with his truck and trailer. <br />Given the current drainage on the site and Mr. Evans use of the building it does not appear that <br />the driveway can be narrowed at this time. However, at a meeting with Mr. Evans it was <br />expressed that all other conditions of the original CUP must be complied with. In review of the <br />current site plan parking stall #6 appears to be directly adjacent to or on the street right -of -way, <br />the stall should be moved 5 -feet off of the property line. All parking stalls on the property must <br />also be delineated and protected with some type of curbing.
