MINUTES
PLANNING COMMISSION
MAY 11, 2006
renting out the buildings, he would like to rent outdoor storage space on
the site. He currently rents this space to businesses such as Jacobsen
Construction, Collins Electric, and Quality Asphalt.
Knudsen pointed out the City Planner's report which indicates that
outdoor storage is an accessory use only. It a business is not a tenant in
the building, then that business' outdoor storage would not be allowed.
The City Planner replied that that is correct. The current Code does not
allow outdoor storage as a principal use of a property. The Planner noted
the recent CUP issued to Rick Igo's property in Ryan Industrial Park
which made the outdoor storage site plan more generic, thus allowing
businesses to come and go from the building without having to amend the
CUP. He noted that the Igo CUP required that all outdoor storage be
confined to the back of the building, screened from view of the right -of-
way, and materials storage had to be on pallets or trailers. Outdoor
storage was limited to the tenants of the building only.
Rossow reported that 3164 Ryan Lane is a unique property as it is so
large. Rossow again noted that given the pipeline location the most
efficient use of the property would be with two small buildings with
outdoor storage. Rossow noted that the market is such that businesses are
looking for a small office area with a large outdoor storage area. Rossow
felt it was better for him to have the outdoor storage on the property to
keep some activity on the land and the weeds down.
Rheaume suggested that Rossow could structure a lease so that a business
rents a very small portion of the building and would then be allowed
outdoor storage area. The City Planner indicated that the current Code
does not have a ratio requirement of office area to outdoor storage area.
The City Planner reviewed his May 4, 2006 report highlighting his
recommendations as follows:
1. Storage is located only behind the front line of the building.
2. Storage is screened from the public street by fencing or
landscaping.
3. Storage of parts or materials is allowed only within
enclosed containers or loaded on pallets or trailers to limit
uncontrolled spread.
4. Storage is allowed as an accessory use only — businesses or
individuals who are not tenants of the principal building are
not allowed to utilize the outdoor storage area.
4
