MINUTES <br />PLANNING COMMISSION <br />AUGUST 10, 2006 <br />AMENDMENT <br />TO THE <br />ZONING <br />CODE — <br />COMMERCIAL <br />VEHICLES <br />suggested that it might work to leave space #7 as is and relocate space #6 <br />on the side of the building where spaces #8 through #11 are located. He <br />noted that there are some overhead doors on this side of the building that <br />he would have to work around. The City Planner agreed there was likely <br />adequate room to make the parking change. <br />Duray asked about the curbing that was recommended. The City Planner <br />noted that the City Engineer's opinion is that the curbing would prevent <br />the parking lot from draining properly, thus impeding the functionality of <br />the property. Therefore, the curbing requirement should be lifted and the <br />wider curb cut allowed. The City Planner indicated that the property <br />would have to comply with all other Zoning Code requirements and <br />previous conditions imposed. The Planner indicated that the Code <br />Enforcement Officer would include a review of all conditions to ensure <br />compliance. <br />McGraw asked when the parking space configuration would be <br />determined. The City Planner suggested that if the Amended CUP is <br />approved by the Council, City staff work with Mr. Evans to ensure that the <br />parking spaces are in the proper location. All Mr. Evans would have left <br />to do is stripe the parking spaces. <br />Barraclough recommended approval of the Amendment to Conditional <br />Use Permit for open and outdoor storage as an accessory use at 182 Ryan <br />Lane as requested by Mr. David Evans subject to compliance with the <br />recommendations of the City Engineer as outlined in his August 8, 2006 <br />report and the recommendations of the City Planner as outlined in his <br />report dated August 4, 2006 and as modified by the City Engineer relative <br />to the curb cut, subject to parking spaces #6 and #7 be relocated to comply <br />with City Code requirements, and subject to compliance with all City <br />Code requirements and any previous CUP requirements. <br />Motion seconded by Rheaume. <br />Motion carried 6 — 0. <br />The City Planner reviewed his report dated August 7, 2006 relative to <br />outdoor storage of vehicles and the parking of commercial vehicles. <br />The Planner reported that staff has expressed concern that the Code <br />does not clearly distinguish the difference between outdoor storage of <br />vehicles and allowed parking of commercial vehicles. Therefore, an <br />ordinance amendment has been drafted which expressly permits the <br />overnight parking of company vehicles in business districts as <br />distinguished from outdoor storage of materials and equipment.
