Hanson <br />www.ei.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Jessica Jagoe, Code Enforcement Officer <br />DATE: August 18, 2006 <br />RE: Payless Printing — 2760 Lakeshore Avenue <br />I conducted an inspection of the Lakeshore Avenue neighborhood on August 9, 2006. I <br />noticed that on Little Canada Road the above referenced business had a temporary "A" <br />frame sign displayed. Upon returning to my office, I had also received a complaint from <br />a neighboring property. I called the owners of this property, Christian Life Ministries, <br />Sheryl indicated they were aware of our ordinance and she would remove the sign and <br />speak with this new renter. <br />On August 15, 2006, I drove by this business again and the signage was up on Little <br />Canada Road without the necessary permit. I called the phone number listed along side <br />the front door. The owner of the business, Hama Farzan, returned my call. He indicated <br />that he came from St. Paul and they do not require a permit for this type of sign. 1 <br />indicated that Little Canada has very specific ordinances relating to signage and that a <br />permit was required in our City. He indicated that he was a tax paying resident and was <br />not paying for any permit. He said he would like to speak to the Council about this <br />regulation and he was not going to be taking out any permits. I indicated that he could be <br />placed on the agenda. However, the Council has worked very hard on this ordinance and <br />I could say with confidence the Council would not be interested in changing the <br />ordinance to not require any permits. He was quite upset and refused to take out a <br />permit. I told hint he would be on the next agenda, but the sign still needed to be <br />removed if he did not obtain a permit. <br />On August 17, 2006, I drove by the business again and the sign still remained up along <br />Little Canada Road. Joel went to the business and explained that the permit was required <br />or the sign needed to be removed. He hand delivered and reviewed the sign ordinance <br />with Hama. Hama indicated he did not have the money for any permit and needed the <br />sign. Joel indicated a citation would be issued on August 18, 2006, if the sign was not <br />down, additional citations would be issued every day the violation continues. Hama said <br />to issue the citations. <br />The sign still was being displayed on August 18, 2006 and a citation was issued. <br />
