Memorandum <br />Zi.2llG CFAs OthIT <br />TRUU IBM <br />TO: Little Canada Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: August 23, 2006 <br />RE: <br />2006 Street & Utility Reconstruction <br />Wall Modification <br />2542 Morrison Street <br />Background <br />As part of the 2006 Street Improvement project a retaining wall was proposed to be <br />constructed on south end of Morrison Street from approximately station 3 +00 to 4 +50. <br />Upon completion of the wall the property owner to the north of the newly constructed <br />wall expressed a concern that the wall was not extended onto her property where the <br />boulevard grade was quite steep. The cross - sections contained in the plan set did not <br />indicate substantial change in the boulevard grade along the property, however the <br />cross sections only represent the grading at a few individual points. <br />A site meeting was held with the property owner to view the entire length of the property <br />and the resulting grading impacts. The existing boulevard was at a steep grade along <br />nearly the entire property south of the driveway. While the grade along some areas of <br />property did not appear to be changed by the construction, there were other areas that <br />were. Based on the site visit it did appear that the wall should be extended to within <br />approximately 10 or 15 feet of the driveway. <br />As stated above, the existing boulevard grade whether impacted by the construction or <br />not was very steep. It was discussed with the property owner that the City would look at <br />extending the retaining wall to maintain the existing boulevard grade along the property, <br />however if requested the wall could be constructed up to 4 feet high to flatten out the <br />boulevard grade at the top of the wall. The additional cost would need to be paid by the <br />property owner. They indicated they would like to look at that as an option, but made no <br />final decision. <br />Summary and Recommendations <br />Due to impacts to the boulevard grades not shown by the cross sections we would <br />recommend that the retaining wall be extended to approximately 10 or 15 feet from the <br />driveway.
