Hanson <br />www.ci.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: September 8, 2006 <br />RE: Organized Collection Contract Renewal <br />Attached is the draft renewal contract for our organized collection program. As you know, we <br />have four haulers each assigned to areas of the City for residential refuse pick -up. These <br />assignments were made based on each hauler's existing customer base at the time we <br />implemented this system. We are now dealing with the third renewal of the initial program. <br />The changes in the document have been done using bold for new text and strike - through for <br />removed text. (Thanks to Dotty Norgard for all her work in this regard. She has been a big asset <br />in this process!) The key changes are as follows: <br />> Implementation of Single Sort recycling system. This requires a significant outlay for the <br />haulers to purchase trash carts for this program. Everyone will be provided with a 60- <br />gallon container at the outset and then may trade for a larger or smaller card after 90 <br />days. Gene's Disposal customers will remain on the two sort system given he does not <br />have this capability and he did not want to give up his recycling customers. We did <br />survey his customers and they overwhelmingly supported staying with Gene and the two <br />sort system. Gene's customers will remain at $2.00 per month for recycling. All others <br />will see a $.38 cent per month increase that is used to help offset the cost of the carts. An <br />educational /information component is also required by this contract to help with <br />implementation and on -going operation. <br />• City owned properties will now have free pick of yard waste from our parks. We will <br />designate a centralized collection point with Waste Management to make it more <br />manageable for them. <br />> Spring Clean -up Day is set up to occur every other year based on the Council's direction <br />during our last budget cycle. (We will be providing greater subsidies to increase <br />participation.) <br />> Added a charge if the Hauler's fail to reduce fees associated with reduction in fuel costs <br />or tipping fees. (This has not been reviewed with them as of yet.) <br />A fuel surcharge was added. The haulers were insistent on this point given the dramatic <br />,ranges in fuel prices this h: s occurred over the past year or so and the fact we have had <br />CCZ.e on price increases.
