Hanson www.ci.little-canada.mn.us MEMORANDUM TO: Mayor Blesener & Members of the City Council FROM: Joel Hanson, City Administrator DATE: September 8, 2006 RE: Organized Collection Contract Renewal Attached is the draft renewal contract for our organized collection program. As you know, we have four haulers each assigned to areas of the City for residential refuse pick -up. These assignments were made based on each hauler's existing customer base at the time we implemented this system. We are now dealing with the third renewal of the initial program. The changes in the document have been done using bold for new text and strike - through for removed text. (Thanks to Dotty Norgard for all her work in this regard. She has been a big asset in this process!) The key changes are as follows: > Implementation of Single Sort recycling system. This requires a significant outlay for the haulers to purchase trash carts for this program. Everyone will be provided with a 60- gallon container at the outset and then may trade for a larger or smaller card after 90 days. Gene's Disposal customers will remain on the two sort system given he does not have this capability and he did not want to give up his recycling customers. We did survey his customers and they overwhelmingly supported staying with Gene and the two sort system. Gene's customers will remain at $2.00 per month for recycling. All others will see a $.38 cent per month increase that is used to help offset the cost of the carts. An educational /information component is also required by this contract to help with implementation and on -going operation. • City owned properties will now have free pick of yard waste from our parks. We will designate a centralized collection point with Waste Management to make it more manageable for them. > Spring Clean -up Day is set up to occur every other year based on the Council's direction during our last budget cycle. (We will be providing greater subsidies to increase participation.) > Added a charge if the Hauler's fail to reduce fees associated with reduction in fuel costs or tipping fees. (This has not been reviewed with them as of yet.) A fuel surcharge was added. The haulers were insistent on this point given the dramatic ,ranges in fuel prices this h: s occurred over the past year or so and the fact we have had CCZ.e on price increases. Aay application of this charge is based on ILO prices that
