MEMORANDUM <br />TO: Mayor Blesener and Little Canada City Council <br />FROM: Stephen Grittman <br />DATE: September 27, 2006 <br />RE: Little Canada — Boss Subdivision Request <br />NAC FILE: 758.09 <br />This item has been placed on the City Council agenda for discussion prior to a formal <br />subdivision application. The applicant may be interested in pursuing a subdivision of his <br />property to create an additional building lot, but is concerned about the cost of <br />constructing a full City street to serve the property. The lot itself would appear to easily <br />meet the City's lot size requirements, however, its frontage would be along Boss Road <br />bordering the railroad track that is platted, but unbuilt. The street would serve no other <br />property, since it is at the end of the block, and the railroad adjoins the full length of the <br />west side. No other property appears to be subdividable in a way that would benefit <br />from the construction of this street. <br />The question for the City Council is whether there is some lesser level of street <br />improvements that would be considered to accommodate the subdivision of this lot. <br />The applicants have suggested that only a private driveway would be required by them, <br />but this proposal would have numerous public safety and access concerns. At the other <br />end of the spectrum would be full street construction to connect Boss Road between <br />Bryan Street and Labors Avenue. <br />Staff is seeking City Council guidance as to the likelihood that a lesser street <br />construction allowance may be considered. Since there is no formal application at this <br />time, the City Council's discussion would be merely advisory to the owner, and no <br />binding decision could be made until a proper subdivision application has been <br />submitted. <br />cc: Joel Hanson <br />Kathy Glanzer <br />Lee Elfering <br />1 <br />
