The Building Materials ordinance changes the City's regulations by including the 1 -1 District in the requirements for masonry building exteriors, identical to the Industrial Park District. This ordinance also extends the allowance for the expansion of non - conforming metal buildings by 25% to the 1 -1 District as well. The Driveway Paving ordinance provides for paving requirements on all driveways and parking areas, eliminating the exclusions for small parking lots of 4 spaces currently in the ordinance. It also creates three potential thresholds for requiring paving on existing un -paved residential driveways. These are: 1. Construction of a new single family home. 2. Construction of a garage with access to the street. 3. Reconstruction of any home where construction costs equal the current assessed valuation (essentially, a new home). The Planning Commission recommended the first threshold unanimously. The second threshold (garages) had majority, but not unanimous, support. The third threshold (valuation) had minority support at the Commission level. The City Council may choose to include any or all of these thresholds in its adoption of an ordinance.
