MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 14, 2006 <br />Duray stated that he would support paving for new house and new garage <br />construction. <br />Knudsen stated that he agreed with Duray, but would expand the issue to <br />include significant regarding of a driveway would trigger a paving <br />requirement. McGraw agreed with this position. <br />Socha stated that she supported the paving requirement for new house <br />construction, grandfathering in all properties without paved driveways. <br />The City Planner suggested that he draft a couple of alternatives for the <br />Council's consideration. These will be presented to the Council at their <br />September 27th meeting. <br />McGraw stated that he did not see the need to require a paved driveway <br />for a second garage that would be used for the storage of lawn and /or <br />recreational equipment. <br />AMEND The City Planner noted that the City currently has a moratorium on the <br />ZONING issuance of building permits in the Light - Industrial Zoning District <br />CODE — (I -1) for construction materials other than those allowed in the Industrial - <br />BUILDING Park District (LP). The Planner reviewed City staff's research relative <br />MATERIALS to additional construction costs associated with pilings at $15 per square <br />IN I -1 foot and masonry in lieu of metal at an additional 10 % in cost. The <br />Planner noted that the City initially allowed the use of metal as a <br />construction material in the I -1 District given the poor soils in Ryan <br />Industrial Park. Given improved construction methods, poor soils may no <br />longer be a factor. <br />Knudsen reviewed the Planner's report on this topic and pointed out that <br />the building materials allowed by Faribault in their industrial district <br />appears to be very straightforward. <br />Duray stated that he did not want to upgrade building materials in such a <br />way as an undue hardship would be placed on building owners that want <br />to expand their buildings. <br />The City Planner noted that the I -P District has a clause which allows a <br />non - conforming building to be expanded up to 25% of its floor area. The <br />Planner stated that if the Commission is agreeable to upgrading building <br />materials in the I -1 District, he would recommend that this same type of <br />clause be included. He also recommended that the 25% figure be utilized <br />for ease of administration. <br />11 <br />
