Hanson <br />www.ci.little-eanada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: July 21, 2006 <br />RE: Redevelopment Projects <br />Attached is the action plan we adopted for our 2006 goal dealing with Redevelopment Projects. <br />As you are aware, this goal was dealt a severe blow by the Legislature this past session whereby <br />eminent domain was modified to prevent its use for economic development, including <br />redevelopment. There are exceptions to the use of eminent domain for redevelopment, but the <br />standards that must be met will be extremely difficult to achieve in our projects. (See July 19Th <br />letter from City Attorney attached.) <br />Here is a quick synopsis of various areas we had identified for potential redevelopment: <br />McGough Site (Woodlyn and South Owasso) <br />This is the site we had identified for our new public works garage. However, <br />McGough expressed interest in using it for themselves for a new 70,000 square foot warehouse <br />for their construction operations. According to past representations, it would eliminate most, if <br />not all, outdoor storage on the site. (I have asked them about consolidating their office <br />operations as well, but they have shown no interest in that possibility.) <br />McGough has explored the possibility of an expanded project with Roseville <br />Plumbing, Donovan Construction, and properties along South Owasso. However, Roseville <br />Plumbing is not interested in that concept at this time. <br />McGough has since focused on a project that would meet their needs. They have <br />entered into purchase agreements with the properties to the north to buy some excess land from <br />those sites to combine with theirs. I have informed McGough that we will likely want a <br />connecting road from Woodlyn to South Owasso to resolve the access issues for Donovan and <br />Roseville Plumbing. (Roseville Plumbing supports this idea.) <br />I am anticipating that McGough will be in with plans in the near future for the <br />development of their site. I believe we will have to continue to monitor this area for future <br />possibilities as opportunities arise. <br />
