April 1. We believe that this would give us enough time during most snow events to <br />plow all city streets. It would also eliminate the gray areas since parking would not be <br />allowed between those hours regardless of the weather. The attached document outlines <br />various local cities' winter parking policies. The information was printed in the St. Paul <br />Pioneer Press last winter. You will note that many cities already have a policy in place <br />similar to the one requested in this memo. In the "Notable Events" e -mail that the <br />Ramsey County Sheriff sends each day they make a note of how many tickets they hand <br />out in Shoreview during the winter. <br />The November I start date will give the Sheriff a chance to get out and give warnings to <br />cars until we have a snow event the first year. In following years warnings will only be <br />given for a very limited amount of time to avoid people getting a false sense of security. <br />It will also prevent the problem of one person getting a warning while another got a ticket <br />a week later during decent weather. We will consult with other cities on their warning <br />systems. In order to make people aware we will post signs at major entrances to the City <br />and post articles on the Internet and in the City Newsletter. We would also put a notice <br />in the Roseville Review and Pioneer Press. I will work with the Sheriff to make sure they <br />tag cars often so that the policy has some teeth and cars are eventually nonexistent on <br />City streets overnight during the winter months. <br />2 <br />
