MINUTES
PLANNING COMMISSION
DECEMBER 14, 2006
a major holding pond for the area, and suggested that perhaps Little
Canada should take control of it. Sculley pointed out that the two holding
ponds proposed as part of this development are at a much higher elevation.
Duray noted that the City Engineer will review the drainage of this entire
area in reviewing the Richie Place plat. At this pointed, the review is
concept in nature and no engineering plans have been prepared.
Barraclough noted that there is a lot of undeveloped property in the area,
and the preference would be to see all of it develop as one project. Given
that is not practical, the City must be aware of the water issues in this area.
Barraclough suggested that the City and property owners work very
closely with the Watershed District. The City Planner indicated that the
Watershed District will be involved if the concept moves forward to
Preliminary Plat.
Gores noted that the elevation of their property is the same elevation as
Lake Gervais.
Soby pointed out that this is concept review, therefore, the main focus is
land use. Soby agreed that the biggest issue to work through will be the
water issues raised this evening. He noted that the ponds proposed will be
designed to handle 100 -year storm events. Soby stated that if the project
moves forward a lot of money will be spent to ensure that drainage is
handled properly.
Duray asked the drop in elevation of the proposed cul -de -sac. The City
Planner replied that the grade drops 32 feet from LaBore Road to the
center point of the cul -de -sac.
Himmelbach stated that he was concerned with the location of the
proposed ponds. He also felt the houses proposed were too close together.
Soby indicated that the ponds were located based on the fact that the
connection to LaBore Road is the highest point of the property, with the
property dropping to the south.
Duray appreciated that the revised concept is a lot less dense than what
was initially proposed. He noted that the concept fits the City's Comp
Plan, does not require a rezoning, and consists of single - family homes.
Duray acknowledged that the City needs to be concerned about water and
run -off, as well as tree preservation. Duray stated that there is no hardship
evident justifying a variance, thus he would not support one.
7
