hopes for reconstructing the 1 -694 interchange in 2004 gave way to its inclusion as an element of 1 -694 <br />improvements from I -35W to I -35E. An Environmental Assessment document is nearly complete for that <br />work. 1 -694 interchange construction is currently funded for 2015 or later. In an effort to provide interim <br />congestion relief at I- 694 /Rice Ramsey County is preparing plans to realign Vadnais Boulevard, severing <br />its current connection to the north terminal of the interchange. Construction will begin in 2007. TIT 36 <br />interchange discussions are currently stalled with no clear program date determined. <br />Discussion /Rationale for TAC <br />In light of funding limitations and program uncertainties at the State level, County staff believes it is no <br />longer practical to view completion of interchange improvements as a prerequisite for addressing other <br />transportation needs along Highway 49. The County remains supportive of efforts to accelerate funding <br />and construction of both the 1 -694 and T1-I 36 interchange areas, but recommends an independent effort be <br />initiated to develop a comprehensive strategy for major improvements over the next several years. This is <br />particularly applicable to the corridor segment from TI-I 36 to County Road J, which has been identified <br />for likely reconstruction. Preparing a "Concept Report" provides a structure to planning efforts and <br />results in a useful tool for subsequent design and implementation. A Technical Advisory Committee, <br />made up of municipal and other representatives, can play a key role in guiding that process. <br />T>I Cba ckgro and 1 1.15.06 <br />
