MINUTES <br />CITY COUNCIL <br />JULY 25, 2001 <br />permit was not needed given there would be very little grading done on the <br />Rice Street site. However, given the fact that a holding pond would be <br />installed on the Rice Street site, the Watershed decided that a permit would be <br />necessary. <br />Frattalone also reported that the Watershed requires a 50 -foot setback from the <br />pond. He indicated that he is asking for a 30 -foot setback given the limited <br />vegetation adjacent to the pond. However, Frattalone was not confident that <br />the 30 -foot setback would be allowed. <br />Scalze asked about berming adjacent to the pond on the Rice Street site to keep <br />run -off from flowing into Blacktern Pond. Frattalone reported that the grade <br />on the Rice Street would be changed slightly to direct run -off into the <br />sedimentation pond. There will be an overflow structure in this pond with <br />overflow directed into Blacktern Pond that eventually goes into the Gervais <br />Lake system. Frattalone pointed out that Blacktern Pond takes all the run -off <br />from Rice Street. <br />The City Administrator noted that sedimentation ponds are typically designed <br />for a 10 -year storm event. <br />Frattalone expressed concern that the Watershed's requirements are taking up <br />more and more usable space on the property. Fahey pointed out that the <br />Watershed represents the City on issues of water quality, and the City would <br />support the recommendations of the Watershed. <br />Frattalone pointed out that he has applied for a permit from the Watershed, and <br />indicated that he will comply with whatever requirements they impose. <br />Scalze asked about the DNR's shoreline regulations that the City has adopted. <br />The City Planner indicated that shoreline regulations require a 25 foot <br />undisturbed zone adjacent to the pond plus a 25 foot green area for a total of 50 <br />feet. <br />Scalze asked about curb and gutter for parking areas. Frattalone replied that <br />the paved parking lots would have curb and gutter. <br />Frattalone indicated that another issue he would like to discuss is the slope. <br />The slope on the railroad property is 1 or 1 '/ to 1. Frattalone pointed out that <br />the City Engineer would prefer a 3 to 1 slope unless special protection of the <br />slope is used. Frattalone indicated that he would like to construct a 2 to 1 slope <br />that would be surfaced with trees, plantings, and wild flowers. The slope <br />would not be a mowed slope, but would be maintenance free. Frattalone <br />indicated that he would use a wood fiber blanket to protect the slope while the <br />vegetation is getting established. <br />7 <br />
