MINUTES CITY COUNCIL JULY 25, 2001 permit was not needed given there would be very little grading done on the Rice Street site. However, given the fact that a holding pond would be installed on the Rice Street site, the Watershed decided that a permit would be necessary. Frattalone also reported that the Watershed requires a 50 -foot setback from the pond. He indicated that he is asking for a 30 -foot setback given the limited vegetation adjacent to the pond. However, Frattalone was not confident that the 30 -foot setback would be allowed. Scalze asked about berming adjacent to the pond on the Rice Street site to keep run -off from flowing into Blacktern Pond. Frattalone reported that the grade on the Rice Street would be changed slightly to direct run -off into the sedimentation pond. There will be an overflow structure in this pond with overflow directed into Blacktern Pond that eventually goes into the Gervais Lake system. Frattalone pointed out that Blacktern Pond takes all the run -off from Rice Street. The City Administrator noted that sedimentation ponds are typically designed for a 10 -year storm event. Frattalone expressed concern that the Watershed's requirements are taking up more and more usable space on the property. Fahey pointed out that the Watershed represents the City on issues of water quality, and the City would support the recommendations of the Watershed. Frattalone pointed out that he has applied for a permit from the Watershed, and indicated that he will comply with whatever requirements they impose. Scalze asked about the DNR's shoreline regulations that the City has adopted. The City Planner indicated that shoreline regulations require a 25 foot undisturbed zone adjacent to the pond plus a 25 foot green area for a total of 50 feet. Scalze asked about curb and gutter for parking areas. Frattalone replied that the paved parking lots would have curb and gutter. Frattalone indicated that another issue he would like to discuss is the slope. The slope on the railroad property is 1 or 1 '/ to 1. Frattalone pointed out that the City Engineer would prefer a 3 to 1 slope unless special protection of the slope is used. Frattalone indicated that he would like to construct a 2 to 1 slope that would be surfaced with trees, plantings, and wild flowers. The slope would not be a mowed slope, but would be maintenance free. Frattalone indicated that he would use a wood fiber blanket to protect the slope while the vegetation is getting established. 7
