The <br />southernmost portion of the property is located within the City of Maplewood. <br />Zoning. The site is zoned R -1, Single Family Residential. The purpose of the R -1, <br />Single Family Residential District is to provide for low density single family detached <br />residential dwelling units and directly related, complementary uses. <br />Comprehensive Plan. The subject site is designated for low density residential uses in <br />the City's Comprehensive Plan. The Comprehensive Plan contains several goal <br />statements for the East Portion of the City, where the site is located. One such goal is <br />to maintain and improve the East Portion of the City as a safe, viable, orderly, <br />productive and enhanced environment for the residents of the City. The East Portion of <br />the City provides the majority of the single family residential land use opportunities for <br />the City. The Plan states the future development in this section of the City shall <br />maintain or enhance the existing cohesive land use pattern. <br />Furthermore, one of the policies outlined in the Comprehensive Plan for this particular <br />area is that "geographic land use designations and related zoning classifications shall <br />be changed only when it can be demonstrated that such modifications are in the best <br />interest of the community on a long range perspective and such changes will promote <br />land use compatibility and predetermined goals and policies of the Comprehensive <br />Plan." <br />
