MINUTES <br />PLANNING COMMISSION <br />JULY 14, 2011 <br />AMENDMENT <br />TO PUD — <br />3201 COUNTRY <br />DRIVE — <br />DOCK 86 <br />Duray recommended approval of a Conditional Use Permit for proof of <br />parking at 290 Ryan Drive, Roger Stanke, as outlined in her report dated <br />July 8, 2011, and consistent with the site plan submitted by Mr. Stanke. <br />Motion seconded by Hall. <br />Motion carried 4 — 0. <br />The City Planner reported that Dock 86, 3201 Country Drive, has made <br />application f for an Amendment to Planned Unit Development (PUD) to <br />increase the number of clays per week that the store is open. The Planner <br />noted that when the initial PUD was first considered for this property, <br />the City and Dock 86 worked to develop a list of land uses that would be <br />allowed on this site, and at that time retail was introduced to the site in a <br />limited way: operation limited to Friday's through Sunday's, limited <br />hours, and limited special events and activities. The intent was to make <br />sure that the retail use was not so intensive that the street system was not <br />capable of handling the resulting traffic. The Planner pointed out that <br />Dock 86 is now requesting that they be allowed to open on Monday's. <br />The Planner noted that there has been some change in the area since the <br />time the initial PUD Permit was issued, such as the retail uses approved <br />for the former Knox property. The Planner felt that the addition of <br />Monday's for Dock 86 is not likely to cause traffic problems in the area. <br />Therefore, he recommended approval of the PUD Amendment with the <br />condition that the City reserve the ability to reconsider should traffic <br />problems occur. The Planner stated that he did not anticipate there would <br />be traffic problems, but wanted to reserve the right to revisit the issue if <br />the need arises. <br />Duray asked if the City has received complaints about traffic on Country <br />Drive. The City Planner and City Clerk indicated that they were not aware <br />of any complaints of this nature. Duray suggested that Monday's would <br />be a low - traffic day for Dock 86. The Planner agreed, but noted that there <br />would be more industrial traffic in the area, so he wanted the right to <br />revisit the issue if there are traffic conflicts with the retail traffic to Dock <br />86 on Monday's and the industrial work week traffic. <br />Fischer noted that Dock 86 already has approval to be open on holiday <br />Monday's, so the request is to add normal work week Monday's. Fischer <br />stated that he supported the request. He indicated that he has been at Dock <br />86 when it has been very busy, and felt the challenge was with traffic in <br />the parking lot, not the on- street traffic. <br />Fischer asked what the trigger would be for revisiting the PUD Permit. <br />The Planner indicated that he did not have a specific trigger, and <br />- 7 - <br />6 <br />
