Hanson <br />www. ci.little- canada. mn. us <br />MEMORANDUM <br />TO: Planning Commission Members <br />FROM: Jessica Jagoe, Code Enforcement Officer <br />DATE: July 8, 2011 <br />RE: 209 Ryan Drive — Roger Stanke — Front Yard Storage Variance <br />Roger Stanke has requested a variance to allow storage of a trailer in front of the building at 209 <br />Ryan Drive from April 20i" to October 12th each year during the business racing season. A CUP <br />was issued in 1999 to allow accessory outdoor storage within the side yards of the property up to <br />the 40 foot front yard setback. 'Then in 2008 an amendment was approved to allow additional <br />outdoor storage in the rear yard including three storage containers. <br />The applicant has previously stored this trailer within the side yard storage area. However, he <br />has stated that due to increased break -in's in Ryan Industrial Park, this trailer needs to be <br />relocated on the property for security purposes. This property has limited options for outdoor <br />storage given the shallow depth of the lot and almost nonexistent rear yard. The property owner <br />has attempted to work with staff to find another reasonable location for storage, but those options <br />were unsuccessful, The owner states that moving the trailer to the east side of the property is not <br />practical given this area is leased to another business and Mr. Stanke's operations are in the <br />furthest west portion of the building. Additionally, having the trailer in the storage area to the <br />west presented issues with maneuverability or security. If the trailer abuts the building and the <br />doors are facing north, it is more susceptible to theft. If the trailer is pulled along side the <br />building to keep the doors exposed to Ryan Drive, one is not able to maneuver equipment after it <br />is separated from the trailer. As such, the property owner has requested a variance to approve <br />outdoor storage of one (1) racing trailer seasonally (specifically from April 15th — October 15th) <br />between the front building line and the public street. <br />Outdoor Storage is allowed by CUP with the following requirements (staff comments inserted as <br />italics): <br />G. Open and Outdoor Storage as an accessory use, provided that: <br />The activity of outdoor storage shall require a separate business license issued by <br />the City of Little Canada.
