Stormwater Management Ordinance <br />XX.01 Statutory Authorization and Purpose <br />A. Statutory Authorization. This ordinance is adopted pursuant to the <br />authorization and policies contained in Minnesota Statutes Chapters 103B, <br />105, 462, and 497, Minnesota Rules, Parts 6120.2500- 6120.3900, and <br />Minnesota Rules Chapters 8410 and 8420. <br />B. Purpose. The purpose of this ordinance is to set forth the minimum <br />requirements for stormwater management that will diminish threats to public <br />health, safety, public and private property and natural resources of the City by <br />establishing performance standards including: <br />1. .Jteciucc runoff rates to levels that allow for stable conveyance of flow <br />through the watersheds in the City; <br />2. ,ltecpiire rate control practices on developlrlent and redevelopment to <br />preserve or reduce runoff rates al: a level that shall not cause <br />degradation of the watersheds in the Cif; <br />3. Definitions. Unless specifically defined below, words or phrases used in this <br />Chapter shall be interpreted so as to give them the same meaning as they have <br />in common usage and to give this Chapter its most reasonable application. <br />For the purpose of this Chapter, the words "trust" and "shall" are mandatory <br />and not permissive.
