MINUTES <br />CITY COUNCIL <br />MARCH 14, 2012 <br />CONSENT <br />AGENDA <br />2012 WATER <br />AND SEWER <br />BUDGETS AND <br />RATES <br />The Administrator reported that the documents relating to this issuance <br />include an Application for Community Services Revenue Bonds and a <br />Letter to DEED for Community Services Revenue Bonds. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -3 -45 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*RE- ESTABLISHMENT OF CITY ELECTION PRECINCTS AND <br />POLLING PLACES; <br />*APPROVAL OF RENEWAL OF 2012 SAFETY TRAINING <br />CONTRACT WITH SAFEASSURE AND AUTHORIZING THE <br />ACTING MAYOR AND CITY ADMINISTRATOR TO EXECUTE ON <br />BEHALF OF THE CITY; <br />*APPROVAL OF THE ISSUANCE OF ST. JUDE TAX INCREMENT <br />FINANCING NOTE; <br />MUTHORIZING AND SUPPORTING APPLICATION FOR A DNR <br />LOCAL TRAIL CONNECTIONS GRANT FOR THE WATERWORKS <br />TRAIL RAILROAD CROSSING; <br />*APPROVAL OF TEMPORARY LIQUOR LICENSE FOR THE ST. <br />JOHN'S CHURCH FISH FRY TO BE HELD FRIDAY, MARCH 30, <br />2012 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator presented the Council with the proposed 2012 <br />Water and Sewer I3udgets. He reviewed in detail proposed 2012 water <br />and sewer rates beginning with water rates. The Administrator reported <br />that proposed 2012 revenues include a 2.5% increase in the water usage <br />rate and no change in the water service charge. The Administrator noted <br />that the budget includes a St. Paul Water Services rate increase of 6.5% <br />for purchased water. The Administrator pointed out that the substantial <br />increase being passed on by St. Paul Water includes a large increase in <br />their debt service, and pointed out that the City has initiated a lawsuit on <br />
