MINUTES
PLANNING COMMISSION
OCTOBER 12, 2006
CONCEPT
REVIEW —
685 AND 693
LABORE
ROAD —
RIM LAKE
CONSTRUCTION
Mr. Steve Benning, Rim Lake Construction, appeared before the
Commission to review the concept for a single- family development of
property at 685 and 693 LaBore Road. The development is proposed
to consist of a cul -de -sac with l0 lots on the east side of the proposed
street. Benning noted that the proposal is concept in nature and he is
looking for input from the City as well as the neighborhood. Benning
stated that his goal would be to construct custom homes on these lots that
would fit the character of the neighborhood.
Benning also noted that there are a large number of trees on the property,
and he would save as many as possible. He would also provide for tree
replacement as part of the development. Benning proposed that along the
western boulevard area he would retain trees as a screening for the
properties to the west as well as supplement these trees with additional
landscaping, creating a buffer area.
Benning noted that he has other concepts for the development of this
property, but has just submitted this initial concept for consideration and
feedback.
Knudsen asked if Benning has discussed the possibility of incorporating
the property at 699 LaBore Road into the project. Benning replied that he
has not, but Kevin Steinert, the owner of 685 and 693 LaBore Road, has.
Benning stated that he was not sure of the results of that conversation.
Knudsen noted the concern that this concept proposal would landlock the
property at 699 LaBore Road. Knudsen noted that other concerns are with
the length of the proposed cul -de -sac, the concept lay -out where the front
of the proposed lots face the back of the lots on Valento Lane, and the
location of the proposed intersection at LaBore Road in very close
proximity to the driveway for the lot at the northeast corner of Valento
Lane and LaBore Road.
The City Planner noted that the house at the northeast corner of Valento
Lane and LaBore Road faces LaBore Road. The City Code requires a 40
foot separation between the driveway and the proposed street. He also
noted that this lot would end up with streets on three sides, and the side
yard would abutting the new street would now have a 30 -foot setback
requirement rather than the l0 -foot required for an interior lot.
McGraw noted that the concept diagram shows the proposed cul -de -sac
abutting the lot at 2960 Thunder Bay Road. McGraw asked if the cul -de-
sac would, in fact, run right to the property line. The City Planner noted
that the cul -de -sac would back up to the rear yard of 2960 Thunder Bay
Road. The rear yard setback for this house is 30 feet, so that is the closest
4
