Memo <br />t1FCRING g.iissoaras <br />MN MIN <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: November 2, 2006 <br />RE: 2007 Street Improvements Project <br />As part of the proposed 2007 budget the City is reviewing the possibility of improving <br />several street segments. The improvements vary from rehabilitation by mill and overlay <br />to full street reconstruction. To insure a cost effective project all work would be <br />combined into a single project for bidding purposes. A list of the proposed streets is as <br />follows: <br />Canabury Drive (Demont Ave. to County Road B2) <br />Viking Drive (County Road B2 to Rice Street) <br />Note: The reconstruction of Viking Drive would include the realignment of the street <br />to the north up to Minnesota Avenue eliminating the intersection at Rice <br />Street. The $400,000 Routes of Regional Significance grant from the <br />Minnesota Department of Transportation would be utilized to offset some of <br />the costs of the realignment. <br />As with all the previous street improvement projects, a portion of the project cost would <br />be assessed in accordance with the City's assessment policy to the adjacent benefiting <br />properties. The City would be responsible for any difference between the total project <br />cost and the assessable value. The assessing of public improvements requires that the <br />Minnesota Statutes Chapter 429 process for local improvements be followed. A required <br />step in this process is the preparation of a feasibility study to ensure that the project is <br />necessary, cost effective, and feasible from an engineering standpoint. Therefore at this <br />time we are requesting that the City Council authorize preparation of a feasibility study <br />for the 2007 Street Improvements Project. <br />In addition, similar practices would be followed including holding a public informational <br />meeting with abutting property owners to discuss the proposed improvements and <br />receive input.
